I have beverage milk coolers that keep icing over.

The first thing I would check is the coil.
Milk dispensers are in that they ca not have air over cooling.
Basically they are plate design keeping the door gaskets in good shape and the door lock is important to prevent excess ice.
You also have to keep the tube clamp in and always have boxes in all pockets.
The ice is coming from in the air.
and then spreads, it may be undercharged with refrigerant...
